Wheeling, Weirton and Northern Panhandle Mortgages: Pittsburgh/Ohio Border Tax Comparisons — Hollerbright
Updated October 2026
Northern Panhandle buyers often compare a West Virginia address with homes across the Ohio River or closer to Pittsburgh. Wheeling, Moundsville, Weirton, Follansbee and Chester offer different commute patterns, but a meaningful affordability comparison requires actual tax bills, insurance quotes and closing charges from each candidate property.
Do not import another state’s tax assumptions
West Virginia owner-occupied residential property generally receives Class II treatment, with assessment at 60% of appraised value. The constitutional base maximum is 1% of assessed value, before applicable voter-approved excess levies. That percentage is not a 1% charge against the home’s full market value.
For example, a $300,000 appraised home starts with a $180,000 assessment before exemptions. Applying the 1% base maximum produces $1,800 before excess levies; the actual levy may differ. Use the specific municipality and tax district rather than assuming the constitutional maximum is the bill.
Class III and IV non-owner-occupied property carries twice the Class II rate. Qualifying owners aged 65 or older or permanently disabled may also receive the $20,000 assessed-value Homestead Exemption. Review the framework through the West Virginia Tax Division.
Keep county loan limits straight
The Northern Panhandle uses the 2026 baseline conforming limit of $832,750. Proximity to Pittsburgh does not confer Jefferson County’s $1,249,125 high-cost ceiling. Jefferson’s treatment relates to its inclusion in the Washington DC-Arlington-Alexandria metropolitan statistical area, not a statewide border-county rule.
The local FHA floor is $541,287. Check FHFA Loan Limits and HUD FHA Mortgage Limits when deciding whether a proposed mortgage fits conventional conforming or FHA financing.
For older hillside or riverfront houses, also investigate retaining structures, access, flood exposure and deferred maintenance. Financing eligibility and insurance availability can matter as much as the purchase price.
Compare cash at closing and five-year costs
West Virginia has zero mortgage recording tax, although ordinary recording and settlement fees remain. Its real estate excise transfer tax is a separate charge, customarily seller-paid, totaling roughly $6.60 to $7.70 per $1,000 under the stated state and county components.
Use Hollerbright’s closing cost estimator for the West Virginia transaction, then compare it with property-specific figures across the border. The amortization schedule shows how much principal remains after five years. Combine that balance with monthly carrying costs and expected moving expenses to evaluate the purchase beyond the first payment.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
