USDA Zero-Down Rural Mortgages Across West Virginia: Why Almost the Entire State Qualifies — Hollerbright
Updated October 2026
Much of West Virginia’s land area is rural, making USDA financing worth checking for buyers across its 55 counties. But “almost the entire state qualifies” describes geographic opportunity, not automatic approval for every address or household. Eligibility is determined property by property, and some urban areas are excluded.
Check the address before choosing the house
USDA eligibility boundaries do not simply follow county lines. A rural home outside a city may qualify even when another address in the same county does not. Ask the lender to verify the exact address against the current USDA eligibility map before you rely on zero-down financing.
The property generally needs to be an eligible primary residence, with acceptable access, utilities, condition, and residential use. A rural setting alone does not make a working farm, investment purchase, or vacation home eligible.
- Verify the complete street address rather than only the ZIP code.
- Identify well, septic, access, or repair concerns early.
- Ask whether the proposed property type meets program requirements.
- Confirm that the appraisal and any required repairs fit the closing timeline.
Zero down is not zero cash
USDA’s guaranteed mortgage program can offer 100% financing to eligible borrowers, but closing costs and prepaid expenses remain. Permitted seller contributions, eligible assistance, or financing supported by appraised value may help, subject to program rules.
The guaranteed program also has upfront and annual guarantee fees. Compare the full payment rather than assuming no down payment makes USDA automatically cheaper than conventional, FHA, or VA financing.
Household income eligibility is distinct from repayment underwriting. The lender may need information about household members whose income is relevant to eligibility even when they are not borrowers. USDA direct and guaranteed loans also have different rules; ask which program is being evaluated.
Compare rural financing with state assistance
The West Virginia Housing Development Fund offers programs worth evaluating alongside USDA. Ask whether a particular assistance option can accompany your proposed mortgage rather than assuming all programs combine.
Use the USDA and other mortgage comparison guide to build a shortlist, then estimate upfront expenses with the closing cost estimator. The Consumer Financial Protection Bureau offers tools for comparing lender estimates.
Eligible remote workers may separately explore Ascend WV’s $12,000 relocation incentive. Treat its eligibility and payment timing as a separate planning question: a future relocation benefit is not automatically money available at settlement.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
