Updated October 2026

New construction around Spring Mills, Falling Waters and Inwood can make Berkeley County shopping feel straightforward: select a floor plan, choose finishes and reserve a closing date. Financing needs a closer look. Builder incentives, unfinished improvements and an estimated tax bill can change the real cost of a Martinsburg-area purchase long after the advertised payment catches your attention.

Separate builder incentives from mortgage value

Ask for an itemized comparison of the builder-affiliated lender and an independent option. A closing credit may be attractive, but compare the interest rate, points, lender charges and required lock period on the same day.

ItemQuestion to resolve
Temporary buydownWhat is the payment after the subsidy ends?
Rate lockWho pays if construction delays require an extension?
Property taxesDoes the estimate include the completed home?
Association costsAre there initiation fees or future assessments?

The Consumer Financial Protection Bureau explains Loan Estimates and closing comparisons. Put both offers into Hollerbright’s monthly payment calculator using identical insurance and tax assumptions.

Use Berkeley’s limits, not Jefferson’s

Berkeley County’s 2026 one-unit conforming limit is $832,750. Nearby Jefferson’s $1,249,125 ceiling does not extend across the county line. Berkeley’s FHA floor is $541,287, providing another financing route for eligible buyers, with mortgage insurance and property requirements to compare.

Check program geography through HUD FHA Mortgage Limits. For a Hedgesville home with acreage, also discuss private-road access, well and septic systems, and whether the parcel is primarily residential. A mailing address alone does not answer every property eligibility question.

Preserve cash without overlooking assistance

The West Virginia Housing Development Fund offers the Homeownership Program for eligible first-time buyers and purchases in targeted counties, plus Movin’ Up for moderate-income households and repeat buyers. Income, purchase-price and lender requirements determine which path fits.

WVHDF’s Low Down Home Loan provides eligible down-payment or closing-cost assistance at 2% interest over 15 years, with maximum assistance of $7,500 or $10,000, depending on applicable program terms. It is repayable financing, so include its payment in your budget.

Before signing a builder contract, request a written cash-to-close worksheet covering deposits, options and assistance. Compare today’s rates, then ask Hollerbright to evaluate the completed-home payment rather than a promotional starting figure.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
