Buying in Jefferson or Berkeley County WV vs Loudoun VA or Frederick MD: Tax and Price Math — Hollerbright

Updated October 2026

A house in Charles Town can change both your mortgage options and your commute compared with a similarly priced home in Loudoun County, Virginia, or Frederick County, Maryland. Start with the actual address, loan amount, property tax bill and weekly travel schedule rather than assuming every Eastern Panhandle purchase produces the same savings.

Jefferson and Berkeley have different borrowing ceilings

For 2026, Jefferson County has a $1,249,125 conforming loan ceiling, reflecting its inclusion in the Washington DC-Arlington-Alexandria metropolitan statistical area. Charles Town, Harpers Ferry and Shepherdstown fall within that county. Berkeley County uses the $832,750 baseline, as do the other 53 West Virginia counties outside Jefferson.

A $900,000 mortgage therefore sits below Jefferson's ceiling but above Berkeley's baseline. These are loan limits, not purchase-price limits: a larger down payment can keep a higher-priced Berkeley purchase within conforming financing. Check the county designation through FHFA Loan Limits before comparing conventional and jumbo pricing.

Compare tax bills, not headline percentages

West Virginia Class II owner-occupied residential property is assessed at 60% of appraised value. Its constitutional base maximum is $1 per $100 of assessed value, with voter-approved excess levies affecting the final bill. Effective taxes around 0.50%–0.65% of market value can provide a planning range, but the parcel's levy district and assessment control your estimate.

At that illustrative range, a $500,000 home would generate roughly $2,500–$3,250 annually, or $208–$271 monthly. Obtain comparable parcel-specific bills for Virginia and Maryland rather than applying West Virginia assumptions across state lines. The West Virginia Tax Division explains classifications; non-owner-occupied Class III/IV property carries twice the Class II rate under corresponding levies.

Build an honest commuter budget

Use Hollerbright's monthly payment calculator for housing, then add expenses the mortgage payment misses:

West Virginia's real estate transfer excise tax generally totals about $6.60–$7.70 per $1,000 and is seller-paid by custom, although the contract allocates responsibility. There is no mortgage recording tax, but recording fees remain. Use the closing cost estimator to separate settlement cash from recurring expenses before deciding whether the commute delivers meaningful savings.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
