Bridgeport and White Oaks Home Loans: New Construction, HOA Communities and Conventional Caps — Hollerbright
Updated October 2026
Buying around Charles Pointe, White Oaks or Meadowbrook often means comparing more than finished-home prices. A builder's base price, available lot, upgrade allowance and completion schedule can produce a different financing decision from a nearby resale. Confirm the parcel's jurisdiction and the community's recorded obligations before treating two listings as equivalent.
Separate a finished-home purchase from construction financing
A completed builder-owned house may use a standard purchase mortgage. Financing a home on your own lot can require construction underwriting, draw inspections and a later conversion or separate permanent loan. The distinction affects fees, reserves and when interest begins accruing.
For either route, obtain a written breakdown of:
- Lot premiums, site preparation and utility connections.
- Included finishes versus buyer-paid upgrades.
- Change-order payment deadlines and refund terms.
- Expected completion, inspection and occupancy milestones.
An appraisal must support the completed property's value. Spending another $30,000 on finishes does not guarantee a matching increase in appraised value. Keep enough liquidity to handle an appraisal gap or remove upgrades before committing to nonrefundable selections.
Harrison County's conventional cap matters
The 2026 conforming loan limit is $832,750 in Harrison County. Jefferson County alone receives West Virginia's $1,249,125 high-cost ceiling. A Bridgeport-area contract does not inherit that ceiling because the property is new or expensive.
For example, a $950,000 purchase with a $150,000 down payment produces an $800,000 base loan, below Harrison's limit. The same purchase with $75,000 down produces an $875,000 loan, above it. Check FHFA Loan Limits and compare actual pricing rather than assuming jumbo financing is always more costly.

Read HOA documents and estimate the finished tax bill
Community dues enter the housing budget even when they are paid outside mortgage escrow. Review maintenance responsibilities, private roads, reserve funding, transfer fees and any pending assessments. Condominium ownership also introduces project-review requirements that differ from a detached home in an HOA.
New construction may initially show a land-only tax assessment. Budget for the completed residence, not that temporary bill. West Virginia Class II owner-occupied property is assessed at 60% of appraised value, with applicable local levies determining the tax. Use the West Virginia Tax Division to understand the classification before estimating the first full year's escrow.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
